The long focal length and relatively wide aperture contribute to blurr the background. The photo looks staged because at 1/10 either the whole picture will look moved or the picture was taken with a tripod. So this is probably staged one way or the other.

Nope, not staged! The magic of image stabilized lens technology, and a relatively steady hand, account for the lack of camera motion. Add post processing in Picasa for "soft focus" and "focal BW" and all is explained.
